For The Legacy Collection Hasbro brought back the Build-A-Droid (BAD) concept, which was first introduced in 1979 in the Droid Factory playset. Each carded figure in The Legacy Collection included a droid part and when enough figures in a wave were purchased, a new droid could be built with them.
Here is a look at the 2008/2009 basic assortment from The Legacy Collection.
There were four figures which Hasbro released in a Greatest Hits assortment besides the SAGA LEGENDS sub-line. The packaging looked identical to the single carded figures with the blue/white look, except instead of following the basic numbering system Hasbro marked them as GH 01 through GH 04. The price was identical to the basic assortment at $7.99 each.
The Star Wars Comic 2-packs released from 2008 to 2009 included 19 different sets and cost $12.99 each. There were three comic packs which were exclusive to Walmart and even though those sets shared the same white/blue packaging style, they were not numbered on the packaging.
In 2008 Hasbro released six 2-packs as Walmart exclusives. Each set contained a C-3PX droid part.

The Geonosis Arena 2-packs were exclusive to Target stores. Hasbro released a total of twelve 2-packs, totalling 24 Star Wars figures.
In 2009 Hasbro released five 2-packs, where each set contained a droid part for the Phase III Dark Trooper.
